Committee for Reforms in Criminal Laws: NLU Delhi gets 45 lakh for expenditures

The information was supplied by Union Law Minister Kiren Rijiju in response to a parliamentary query from CPI Member of Parliament Binoy Viswam in the Rajya Sabha.


The Union Law Ministry informed the Rajya Sabha on Thursday that the Committee created to analyse and recommend reforms in criminal legislation in the country had been given a budget of Rs 45,40,000 to pay its expenditures.


The information was supplied by Union Law Minister Kiren Rijiju in response to a parliamentary query from CPI Member of Parliament Binoy Viswam in the Rajya Sabha.


"MHA formed a committee on 02.03.2020, chaired by the Vice Chancellor, National Law University, Delhi, with four other members, to recommend improvements to the country's criminal legislation. The National Law University was given a sum of Rs.45,40,000/- (Rupees 45 Lakhs Forty Thousand only) to cover honoraria, consultation fees, and other expenses. The Committee sought proposals via a questionnaire based on secondary research and expert opinion that was posted on its website and got responses from a variety of organisations, research centres, academics, lawyers, and civil society organisations from across the country"the response said

After "extensive stakeholder consultation and study," the Committee delivered its recommendations on revisions to the Indian Penal Code (IPC), the Code of Criminal Procedure (CrPC), and the Indian Evidence Act on February 27 this year.


The Committee currently consists of the following members:


  • Vice-Chancellor, National Law University, Delhi, Prof Srikrishna Deva Rao (Chairperson);


  • Registrar, National Law University Delhi, Prof (Dr) GS Bajpai (Member & Convenor);


  • Former Vice-Chancellor of Dharmashastra National Law University, Jabalpur, Prof (Dr) Balraj Chouhan (Member);


  • Mahesh Jethmalani (Member), Senior Advocate, Supreme Court of India; Mahesh Jethmalani (Member), Senior Advocate, Supreme Court of India; Mahesh Jethmal


  • Former District and Session Judge, Delhi, GP Thareja (Member).


  • Special Director of the Central Bureau of Investigation, Praveen Sinha (Member)


  • Advocate and Additional Legal Advisor, Ministry of Law and Justice, Dr. Padmini Singh (Member).


Lawyers, retired judges, and academics alike highlighted concerns about the Committee's lack of diversity and transparency when it was constituted in 2020. In response, the Committee stated that it respects all comments and proposals offered to it and that, in the interest of transparency, it would post all relevant updates on its website.
